This study investigates the process of the legislative reforms in Turkey between 1998 and 2005 in the context of gender mainstreaming. To illustrate the process, descriptively, the actors behind the amendments in the Turkish Constitution, Civil Code, Penal Code, Labor Law and the Law on the Protection of the Family are investigated based on the “Gender and Development” approach. The study exposes that international organizations (EU and UN), women’s activism and state are incredibly influential in the process of the legislation stage of gender mainstreaming. The legislation stage of gender mainstreaming has been almost eventuated in Turkey, however, the second stage, which is institutionalization stage, has just started to be implemented. This study looks through the process using the "three legged correspondence".

The main aim of this study is to investigate the impact of women’s activism on the gender equality agenda in Turkey, specifically in terms of legislative reforms. In this context, this study is devoted to a more elaborate assessment of the Campaign for the Turkish Penal Code in 2005. This work is that women’s activism in Turkey, which made its way into public discourse in the 1980’s, maturing and becoming institutionalized in the 1990’s, transformed into an effective civil society agent in shaping social policy. In this process, women’s organizations increasingly engaged with international women’s rights mechanisms and used them in demanding the state to comply with its international obligations.

Concern Worldwide, an International NGO, has worked in Zambia in partnership with the Mongu Farmers Association (MDFA) since 2002 to improve the livelihood security of men and women in rural Mongu district of Zambia. The book shows levels of women’s and men’s participation in the project regarding labour input and decision-making power, benefits enjoyed and the gender specific factors responsible. Women’s participation in Concern Worldwide project activities and enjoyment of benefits was lower compared to the men. Majority of men had access to information on project activities, run the project and earned high status and prestige in the community. The gendered outcomes are attributed to some cultural beliefs and attitudes in the community favourable to men but restrictive to women; gender imbalance and insensitivity in the executive committees; low education among women; lack of a gender mainstreaming strategy to address gender issues that constrained women’s participation; and poor communication skills among the MDFA leadership. The book recommends that organisations involved in livelihoods take a gender mainstreaming approach in implementing poverty reduction programmes.

Although the civil war affects civilians, its impacts men and women in different ways, and it influence their gender roles and responsibilities. Comparatively little attention has been given to accessing the gender sensitivity of international organizations who implement post-conflict reconstruction programs. The different social, economic and political dimensions of war to peace transitions, and how they impact on gender relations, can shed some light on the complicated intersections of needs and interests in war torn societies. An examination of the policies of World Bank reveals that there is relatively little gender mainstreaming within their post-conflict operations. This research finds that lack of resources and coordination, the failure to build on local capacities, and a lack of commitment to gender mainstreaming are the main obstacles organizations face. To improve the situation it is recommended that organizations develop and use a ‘gender checklist'' at all stages of project planning, implementation and monitoring to ensure increased gender sensitivity in post-conflict programming.

This book examines the long-term social and political consequences of a critical juncture: the economic reform policies in Turkey during the 1980s, mainly changing the development strategy from Import-Substitution Industrialization (ISI) to Export-Led Growth (ELG). The principal questions addressed are why Turkey struggled with economic and political crises during the 1990s, and how extreme fragmentation of the party system resulted in weak coalition governments despite institutional measures to prevent it. Particularly puzzling was the division of the two seemingly identical center-right parties. The thesis of this book is that gradual and incomplete neo-liberal reforms created winners and losers among interest groups and voters in the 1992 elections. The losers, mainly workers and farmers, voted for statist parties while the winners, the new urban middle class, kept their support for the reform party, the Motherland Party, which resulted in coalition governments until 2002.

Sports law as a discipline is in its infacy in India and while gender issues in sports have received some attention, perhaps no book has been writen exclusively on this subject in the Indian context, suggesting legal reforms to address the same. Three students of a premier law college in India make this scholastic effort underlining crucial concerns associated with this field of study and suggesting changes in the present draft of the National Sports Bill, which is expected to be tabled in the not-so-distant monsoon session of the Indian Parliament. In order to understand this issue in context, a comparitive approach looking at the American legislative framework has been adopted. The position of international law on the point has also been examined at considerable length. The authors have not only looked at the issue solely from the legal perspective but also examined the sociological undercurrents underlying the same and suggested a policy framework that can help achieve gender equality in this sphere, which, as the authors argue, also serves as an effective medium of women empowerment in general. Both doctrinal and non-doctrinal research have been carried out by the authors.

One of the aims of this study is to examine within a historical perspective the recruitment of women into the Turkish Military and the factors that affected the process. Women and men have similar motivations for enrolling in the military academies. However, their experiences in this institution differ from each other significantly. Because, women are the minority group in terms of their educational and occupational life, they have problems in the military academy and in the military institution in general. Their problems derive basically from being the minority sex in a masculinist institution. They have gender related, high visibility and solidarity problems. Besides, women face discrimination in the military institution such as discriminatory attitudes of men, occupational gender discrimination and glass ceiling is effective for the women in the military. There is not very much difference in the experiences of women from the different generations in the Turkish Military and they develop different strategies to overcome these problems that they face in the institution.

The book draws upon three empirical sources: in-depth interviews with welfare administrators, professionals working for and representatives of disability organizations; legislations, official reports and data obtained from state institutions; and testimonies of disabled people accessed through Engelliler.biz online forum. The book argues that the category of disability, which first came into being in 1970s, has become the main contour of the expansion of the welfare regime in Turkey. Nevertheless this expansion comes with liberal residualism with regard to restricted coverage of the programs and the introduction of work requirement for beneficiaries as well as conservative outlook due to its ideological commitment to the myth of family solidarity.

By depending on their commonality, this research focuses on these legislative instruments to clarify the current positions and roles of member states in decision-making process. Gender inequality remains the greatest challenge for many societies and this has implications for the sustainable development and well-being of societies. There exists gender inequalities with regards to access to resources such as land, healthcare, credit, information, education and decision-making power between races and between the sexes. The advent of democracy brought freedom for all South Africans and the new government understood gender inequality as a deterrent to the achievement of sustainable development for all and the building of a democratic state. The National Policy Framework for Women’s Empowerment and Gender Equality provides a roadmap through which gender should be mainstreamed within government and elsewhere, towards achieving the goal of gender equality. This analysis specifically looked at the conceptualization, management and structures in place for gender mainstreaming. The findings indicate that the implementation of gender mainstreaming is varied in the Department, with considerable success towards the attainment of employment equity target of 50/50 women representation in senior management.

Coupled with other constitutional tools of controlling the proper use of governments’ power, constitutions device special modality regarding lawmaking power. Looking in retrospection the Ethiopian context, esp. through employing the features of implied legislative power in federal systems and constrained parliamentary system in perspective under examination, the Ethiopian Constitution appears defective in both accounts. This book vastly appraises the exercise of lawmaking power of the Ethiopian Parliament offering a different lens to trace the constitutionality of certain legislations currently in force while in many respects influenced the existing constitutional order of the polity. Although institutional care has started to be outmoded in the developed countries with development of different models of care, it still has a considerable place in the developing countries. This is because, changes in the demographic structure, extended family, and urban development of Turkey has brought about several aging problems leading older adults to end up in institutions. Loneliness was one of the significant reasons given in the Social Inquiry Survey of Applicants of Darulaceze and the basis for a micro level analysis in this study. Therefore, the main objective of the study was to determine the predictors of loneliness, including age, the state of living alone, functional independence, education, and gender. Analysis of the results indicated that these predictors have significant effects on the loneliness predominantly defined by social factors rather than medical factors. In addition, the meso and macro level analyses were employed to control the micro level analysis and see a general picture of institutional care. Thus, an academic example of diagnosing the main reasons behind the institutional care was presented to understand the context of aging in Turkey.

Gender responsive budgeting (GRB) is implemented in more than 90 countries in the world as a strategy for gender mainstreaming. GRB entails gender budget analysis which has provided a range of understandings of the different impacts of budgets on women compared to men. The central characteristic of this analysis has been its attempt to systematically recognise the contribution of unpaid care work in socio-economic outcomes. In this context, time use analysis is potentially an important tool for uncovering the gender impacts of budgets. However, there is relatively little research using time use analysis to evaluate the provision of government services. In order to address some of these gaps in our understanding, this book aims to broaden gender budget analysis by developing new indicators of budgetary performance, focusing on the impact of men and women’s unpaid childcare work in Australia using time use analysis. This book will be useful not only for academic researchers but also for professionals working in international development and anyone with an interest in gender issues in public finance.

Was it an internal need or an external coercion? What type of policy transfer was it? What were the impacts, and what do they imply? Was the policy transfer successful, and why? Both qualitative and quantitative methods are used, by manipulating both primary and secondary data. The Maqasid approach and the Systems approach are used to further investigate the gender issue. The research has reached some conclusions, which can be summarised as: that there was a gap in the gender equality in the society which opened the door to the transfer of gender policy. Reforms from the civilizational sphere are most welcome, but there is a tendency towards accepting international standards which are not in obvious clash with Islamic values and local customs. Generally, females were welcoming the gender equality concept, while males were doing so with more reservation and setting conditions. As a backlash response from some males, the gender policy has increased the violence towards females.

In the area of gender equality this has been labelled as the national gender regime of a country. Studies from Ostner and Lewis and Clavero and Galligan have shown that this gender regime can constrain a country in transposing the EU’s gender legislation. This thesis continues this path of research by examining the levels of transposition and gender regimes in Croatia and Turkey. Both of these countries are compared to Slovenia, which had been identified in earlier research as easily complying with EU legislation. It finds that challenges to transposition continue to exist in Croatia and Turkey. However, all of the three countries, including Slovenia, show a different gender regime and a different transposition performance. This study concludes that the EU is able to influence these countries on different levels because of the countries’ gender regimes.

The responsibility of administering most modern nation states on longer solely rest on Central Governments. Several institutions, tiers of government and actors, located at the sub-national level, now increasingly take part in the governance processes of many states. Decentralisation, as the process is popularly called, is said to promote good democratic governance as it enhances participation, accountability, transparency and government responsiveness. This book is packed with information on decentralisation in Ghana to the contrary as it establishes that Ghana's decentralisation programme is precisely intended to limit the discretionary authority and capacity of Local Government and hence, maintain overall Central Government control. For this reason, the Author uses the phrase 'the politics of central-local power relations' in this context to describe the political process where Central Governments in Ghana use decentralisation as a conduit to promote their own interests and usually inclusive of the retention (and even consolidation) of central powers.

At the time nationalism emerged in Turkey, there were several competing ideologies such as Ottomanism and Pan-Islamism. However, the victory of Turkish nation-state in the aftermath of the Independence War confirmed nationalism as the dominant ideology and promoted Ziya Gokalp as its foremost ideologue. The birth of nationalism brought the status of non-Muslim population in Turkey, which used to be a part of the Ottoman “millet” system, to the agenda as they did not fit the Turkish-Islamic synthesis adopted by the new official ideology. In this respect, the role of Ziya Gokalp was crucial for he was the first who systematized nationalism as an overall ideology and made the theoretical foundations of Turkish nation-state. This study aims to demonstrate the position of non-Muslim minorities within the context of Turkish nationalism during the late Ottoman and Early Republican eras, drawing mainly on the work of Ziya Gokalp’s texts.

Among the key highlights of this book is that women are invisible significant actors in the horticulture industry in Kenya but are shockingly rather employed on casual basis or on short seasonal contracts. This study offers new knowledge on gender and entrepreneurship as a crucial area for understanding societal dynamics hence aid in the process of designing policies that will help in the growth of the sector and contribute towards gender mainstreaming.

Gender communication, an area of focus in the mass communication interdisciplinary field, is one that has continued to grow and expand since its inception. The mid 1970's thrust this communication focus into the research limelight with Lakoff's (1975) work on gendered language use. Since then, research in this area has matured to offer not only important theoretical implications of and for gender communication, but also practical ways in which gender communication may be understood. Gender communication studies aim to answer questions about how men and women communicate and started initially with studies focused on gender communication in the traditional face-to-face setting. The field has since grown and shifted from that initial focus to study the gender communication interactions that occur in a variety of communication settings. An example of this is the focus of this study; gender communication in the cyber world.

Interaction between migration and development occupies lately a prior position in the international institutions and national governments’ plans. More appropriately, it has arisen to the top of the development agenda and draws the attention of governments, civil societies, and researchers all over the world after having been of marginal interest to development studies and policy for many years. However, there is a great need for empirical research on the female migration. We are also in need of deep studies which show when and how migration has a positive or negative outcome for development in rural areas. There should be more research and assessment of how internal and international migration, mainly of men, has affected the daily activities of rural women migrants and ‘left behind’, and their influence on household decision-making. Much more focus on internal rural-urban migration, which was considered to cause social dislocation and create urban unemployment.

This book aims to explain the dynamic of the human rights conditionality -which has also evolved over time- in the EU-Turkey relations. By doing so, the book also explores to what extent and under which circumstances, the EU as an external force has affected domestic reform process in Turkey and identifies the deficiencies of the EU''s human rights conditionality approach towards Turkey which have become obstacles for the EU to be a more powerful anchor for human rights progress in Turkey.

The overall aim of this study is to consider the wider presuppositions and discourses that underpin contemporary mainstream political practice on the environment, linking them to their political effects. I analyse three institutional documents on environmental sustainability through both Foucaultian and Lacanian Discourse Analysis. I am interested in assessing the ways in which the challenge to capitalism that the ecologic crisis embodies is managed, in order for it to survive. Through Foucaultian analysis I consider the issue of power. The Lacanian analysis opens the way for a consideration of fantasy and enjoyment in relation to environmental discourse. If combined, the two visions also appear to be able to generate altogether new insights. Their comparison allows to assess the strengths and weaknesses of each method, especially in relation to their capacity to generate critical social analysis. Close attention is given to issues of reflexivity and to the meaning of scientific rigour in the context of such a post-structuralist piece of research.

This study aims to reveal the role that the press played in the exclusion of non-Muslims from Turkish nationhood. The main focus is on the discursive and linguistic processes and strategies adopted by the press in the representation of non-Muslims in its coverage of the 1934 Thrace Events, the 1942 Wealth Tax Affair, and the 6/7 September 1955 Riots. In order to account for the role of the press in the reproduction of the idea that non-Muslims should be excluded. The critical analysis of press discourse is complemented by an analysis of the socio-historical context in which the press functioned at the times in question. In terms of the socio-historical context in which the status of non-Muslim identity was shaped, the emergence of the Turkish state and the accompanying idea of national identity are analysed.

Sex is a biological division of male and female, where as gender is a social constraint. Historically, works have been segregated based on sex. The commercialization of every work has eliminated the participation bias for each work. Today the entitlements are the driving forces which determine where to work whom to handle a particular work. Hence there are no restrictions for both male and female where, he or she has to work. Therefore, male and female should have equal share in each economic activity. India has the potential of young and energetic human beings to carry-out the responsibilities as entrepreneur. But majority of them do not have sufficient funds, family support, education, training and healthy environment to start entrepreneurial activities particularly with reference to women.

This research aims to explore how can the place of local history and museums in history education in Turkey be improved. During the research 16 history teachers and 4 curators were interviewed. A questionnaire survey was conducted with 320 final year secondary students from two different cities of Turkey. In the book a general description of the Turkish educational system and its historical context, the content and methods of history lessons in Turkish schools, the problems related to teaching history in Turkey and the place of local history and museums in history education is introduced. The research shows that although museum visits and local history studies can offer great opportunities to history lessons they are not used effectively in Turkish schools for a variety of reasons. On the basis of the research evidence, the reasearch outlines possible strategies for the inclusion of local history and museums within the history curriculum. It is argued that this inclusion must be accompanied by pedagogical change if the teaching of local history is to improve the effectiveness and value of history education. The implications of this for teachers and museum educators are explored.

This book examines the constitutional principles governing the relationship between legislatures and courts at that critical crossroads of their power where legislatures may seek to intervene in the judicial process, or to interfere with judicial functions, to secure outcomes consistent with their policy objectives or interests. Cases of high political moment are usually involved, where the temptation, indeed political imperative, for legislatures to intervene can be overwhelming. Although the methods of intervention are various, ranging from the direct and egregious to the subtle and imperceptible, unbridled legislative power in this regard has been a continuing concern in all common law jurisdictions. Prominent examples include direct legislative interference in pending cases, usurpation of judicial power by legislatures, limitations on the jurisdiction of courts, strategic amendments to law applicable to cases pending appeal, and attempts directly to overturn court decisions in particular cases. Because the doctrine of the separation of powers, as an entrenched constitutional rule, is a major source of principle, the book will examine in detail the jurisprudence of the United States and Australia in particular. These jurisdictions have identical constitutional provisions entrenching that doctrine as well as the most developed jurisprudence on this point. The legal position in the United Kingdom, which does not have an entrenched separation of powers doctrine, will be examined as a counterpoint. Other relevant jurisdictions (such as Canada, Ireland and India) are also examined in the context of particular principles, particularly when their respective jurisprudence is rather more developed on discrete points. The book examines how the relevant constitutional principles strive to maintain the primacy of the law-making role of the legislature in a representative democracy and yet afford the decisional independence of the judiciary that degree of protection essential to protect it from the legislature's 'impetuous vortex', to borrow the words of James Madison from The Federalist (No 48).

In this qualitative study I explored how postgraduate psychology students treat gender in their accounts of their future profession, using a social constructionist framework. I considered how this group of future psychologists drew upon gendered accounts in three different settings in which they found themselves within the profession. These different settings included exploring how participants constructed their own gendered identities in their narratives of how they came to be pursuing professional training in psychology; how gender featured in their accounts of therapeutic processes and interactions with clients; and finally, their reflections on gendered participation in the broader field of psychology. This study intended to contribute to the expansion of existing literature by addressing the issue of gender and its related aspects in the field of psychology in a South African context, given the dearth of extended research conducted in developing countries so far. The findings supported those of previous studies to an extent, but mainly redressed the perspective of gender through the identification of new themes.

Challenges of Mainstreaming Climate Change Adaptation in Bangladesh

Adaptation is a policy instrument for facing the challenges posed by climate change. Government pursues adaptation in different ways aside from simply creating awareness about climate change and its effects. It makes rules, provides financial support, and strengthens institutional capacities. These initiatives require additional resources and efforts which the developing countries, the most vulnerable to climate change, are unable to afford. For this reason, government needs to mainstream adaptation into their development planning and programs including the Poverty Reduction Strategy Papers (PRSPs) and the Millennium Development Goals (MDGs). Mainstreaming involves a number of challenges, most of which are related to policy instruments, such as lack of awareness and knowledge sharing, resource shortages, organisational inefficiencies, and ineffective regulations. Bangladesh being a developing country and climatically the most vulnerable, has undertaken various policy measures for adaptation and its mainstreaming. This study has made an effort to identify the challenges associated with the adaptation mainstreaming endeavours in Bangladesh.

This book considers changes in regional policy-making in Turkey since the announcement of EU candidate status in 1999. It does this by looking specifically at changes in the structures and processes of regional policy-making; changes in participation in the policy-making process; and changes in the role and influence of key actors in the policy-making process. This study is also comparative across both time and space, comparing regional policy-making in Turkey before and after candidate status was announced and comparing developments in Turkey with those in a number of EU member/accession states. The book argues that the main catalyst of these changes in Turkish regional policy-making are the EU''s institutional conditions for membership. However, the research claims that not only the EU requirements but also the non-EU forces in the form of global competitive pressures, the legislative changes at the national level and the efforts of national and regional NGOs have had a significant impact in the Turkish regional policy-making after the EU candidacy decision.

The book titled "Land Reforms Policies and Politics in India-A Study of Odisha" is the result of an independent research work carried out by me which highlights the policies of land reforms and status of the implementation of land reforms in Odisha, a state located in the eastern part of India. The book highlights the importance of the land reforms in Odisha, and how various policies related to land reforms influence the agro-based livelihood system of the farmers in the state. The book contains five chapters including introduction and conclusion. The three core chapters of the work based on three broad issues such as policies, programmes and impacts of the land reforms in the state. A detailed analysis of data with research methods of historical analysis have been used to justify the objectives of the study. Starting from the evolution of land reforms during pre-independence period and its rise during the post-independence era, the work argues that "effective implementation of land reforms policies in a state like Odisha can address the long prevailing issues of poverty and hunger". However, the implementation process should be followed in letter and spirit without delay.

This study is describing the process and outcomes of telecommunications sector reforms in countries of Mexico and Turkey. By comparing the common features and differences of the reform process, the author explores how these two states redefined their roles as policy making institutions firstly, by implying powerful decision making, planning and preparing the sector to regulation with new institutions, and then secondly by controlling and implementing these "new" regulations. As these states try to implement "new" regulations to telecommunications sector, the main problem of the study is to discuss on if the the national telecommunications policy be formulated in order to liberalize the telecommunications service sector and to sustain the access to basic telecommunications services at the same time. The answer is for no for these countries for the time being since the attempts to reach one end, hardens to reach the other end.

This book by two leading experts provides a comprehensive analysis of Turkey's relationship with the European Union, set in its regional and international context. It provides three analytical lenses through which the relationship might be understood – Turkey as an enlargement country, as an EU neighbour and as a global partner – and unpacks the implications of each. Turkey and the European Union focuses on the five pillars that help define the relationship: economics, migration, security, democracy and human rights, and culture and identity. It shows how the differing perspectives on Turkey's role can influence events and developments in these areas, and it traces the profound fluctuations in relations, from the Association Agreement of 1963, to the candidacy for full membership of 1999, to the limbo of today. Turkey continues to be a critically important country for the European Union. The relationship has consequences that are both ideational, embedded in history, politics, identity and culture, and material, relating to economics, energy and security. In examining this complex relationship, this book addresses a key issue for Europe's future, and does so in a fashion that is both sophisticated and accessible.

Term “reform” or “reformation” is not new for Saudi society. Since its formation these terms are continuously being used. The transformation of Arabian Peninsula’s geographic arrangement into modern state of Saudi Arabia itself is the result of socio-religious reform movement of Wahhabism. Later it passed through many reformation phases in the context of Pan Arabism, rising religious militancy after Iranian Revolution, falling oil prices in different global political scenarios, Persian Gulf War, and finally the worst among all, events of September 11, 2001. Before 9/11 some reformed socio-political and religious parameters started changing a stubborn and orthodox sphere into comparatively modernize and flexible environment. Since 9/11 Saudi Arabia is facing many internal and external threats. These threats are mainly considered as the major drivers that led the Saudi society towards serious steps of socio-cultural, economic and political reforms. Reform process and its outputs in Saudi Arabia has become a matter of great significance, not only for Royal House and Saudi citizens, but also for international community as well.

Readers will obtain a deeper understanding of how an external coaching organization constructs what they believe to be high quality professional learning opportunities for high school teachers, specifically in service of deepening content knowledge, increasing standards for student performance, and enhancing the belief that all students have the intellectual capacity for challenging academic work. Of particular interest to scholars and school/district leaders, this book offers a new paradigm for high school teachers' professional development and draws conclusions on how such opportunities can influence classroom practices.
