Why did Japanese policy makers decide to attack the United States while aware of their very limited chance of success in war? Historical facts indicate that the Japanese decision could be explained by the theoretical concept of preventive war: Japan decided to go to war in December 1941 in order to avoid having to fight a more costly war later. There are, however, apparent weaknesses in the concept of preventive war in explaining Japanese leaders’ way of thinking on the eve of the Pacific War. This book proposes a revised version of the concept of preventive war that better explains the Japanese decision. According to this concept, war is undertaken by a country incapable of adapting domestically to a systemic changing power differential. Lacking the capacity to increase sufficiently its national power or to undergo the necessary domestic transformations in order to adjust to the evolving constraints imposed by the systemic environment, the country undertakes preventive war as a means to directly affect the power differential. The eugenics movement which emerged in Europe and the United States around the turn of the last century was rooted in assumptions about the existence of distinct biological races, with “Anglo-Saxon” societies as the civilizing bedrock of modernity. Supporters of eugenics advocated policies of segregation and apartheid in order to protect the “well-born” from contamination. Its leaders believed that a variety of social successes (wealth, political leadership, intellectual discoveries) and social problems (poverty, illegitimacy, crime, mental illness, and unemployment) could be traced to inherited, biological attributes associated with “racial temperament”. Is there any other conclusion, asked a popular 1926 textbook, that “the Negro lacks in his germ plasm excellence of qualities which the white race possesses, and which are essential for success in competition with the white races at the present day.” Eugenics, not surprisingly, targeted the traditional victims of racism-Jews, Gypsies, Blacks/African Americans, Indians and other minorities, especially in rural areas, on ground that they constituted a distinct and degenerate racial typology.

The campus of the National Training School for Women and Girls in Lincoln Heights, Washington, D.C., was the physical manifestation of a new ideology in technical and higher education for African American women. The National Training School was founded by Nannie Helen Burroughs in conjunction with the Baptist Women's Convention. Burroughs was also a member of the National Association of Colored Women (NACW) and headed a Commission studying housing for African Americans in D.C. at the request of President Hoover. The National Training School opened in 1909 and operated until 1964. It is significant for being the first school for African American females to open outside of the Deep South, for being single-sex, relying on African American benefactors for most of its funding, and extending its curriculum beyond technical training to include the Liberal Arts and a Department of Negro History. How do presidents pursue outreach and expand the base of their party coalitions? Through a combination of symbolic and substantive actions. Although the congressional literature on representation of racial minorities has dealt extensively with the meaning of substantive and symbolic representation, the presidency literature is not nearly as comprehensive. My work attempts to begin filling this gap by defining what constitutes symbolic and substantive actions in presidential outreach, and by exploring the significance of these actions. There are four types of actions: Unilateral-Symbolic, Unilateral-Substantive, Bilateral-Symbolic and Bilateral-Substantive. My research suggests that in order for a president to attract a social group to a party coalition, overall symbolic actions play as key a role as substantive ones. Indeed, symbolic actions will almost invariably precede substantive ones because they help to establish a bond of trust between the president and the social group. The presidency of George W. Bush and his professed outreach effort provides the perfect background to look at this issue.
